Does FA Have A 10% Rule? [Feedback Requested!]

Overall, I have noticed that on average there is a 10% rule on FA which applies to least for general and mature items. Out of 1000 views on average there are 100 +Fav's and 10 comments on a specific piece. So, in short 10% of views turn into +Fav's and 10% of +Fav's turn into comments. This is partly due to the amount of time spent on a specific piece in proportion to the effort to do each action.
Edit: Also, I have to point out this rule does not apply to opening commissions, contest and raffle submissions which do more to encourage views and comments on average due to the nature of what they are.
1) Do you agree or disagree with this observation on your own work? Why or why now?
2) What do you do to encourage comments, favorites, and views of your own work? Give a specific example or two.
Personally, I rather have comments and +Fav's since views will die off drastically after a piece is 3 months old on average unless it is linked to as a piece of sample art.
3) What would you rather receive on your own submissions - comments, +Fav's, or views?

I've noticed that this "rule" also applies to forums. For every 10 views, a thread will have one comment. Obviously there are some outliers, but that seems to be where it centers around.
