No, it's actually not Kagato, but I don't blame you for thinking that. Unfortunately there's this whole part of Washu's past that is completely skipped over in the series. Kajishima wrote about it in some novels/doujinshi, but that's the only place it's mentioned. This was when a group called the Choushin captured her while she was still in goddess form before she even became known as the Washu we know, if I'm remembering correctly. Been a while since I read up on it XD
