I don't know the situation, so there's not much I can. You can always try and ask for a refund if they haven't started. Some artists are just having a hard time and while they shouldn't make you wait so long (depends on the situation) are more then happy to refund to make the commissioner happy. That's if the wait isn't worth it for you of course.
