I can't find it right now but I know I've seen it before. It's part of their guardsmen that the customers won't receive the fee, it's supposed to fall onto the shoulders of the merchant. That's also why they'll ban you for accepting payment in the form of gifts.

i actually went and checked it out myself haha, here's what is says:
"4.6 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions."
so i think it's more semantics than anything? like, i can just say it's a handling fee and then it's all right. as long as i use the same calculations if i sell my stuff in any other way, which i would. KINDY SKETCHY ON MY PART but it seems to go along with the guidelines

Its actually something will close accounts over. They talk alot about this on Aritst_Bewhere.
You can add what ever % to the final product and say it is tax or anything other than paypal fees but you can not explicitly say paypal fees.
