Interesting. Xerneas is part of the nature that Reshiram represents. To me, they have very much the same purpose. However, Xerneas is only a small part of all that Reshiram represents, so I imagine it respects Reshiram as an older, more powerful legend than it is. Then again, a lot of the more powerful legends are dragons. I just think it would be closer to Reshiram. What about Zekrom or Kyurem you might say? Zekrom can also use Xerneas's power, which is why artificial pokemon exist. Kyurem is just...empty. Literally and figuratively.
