Technically he's not wearing anything at all. Mystique is one of my all time favourite supervillains and has so many direct inspirations and influences over why Garrus is what he is. Possibly even the largest influencing character of all who I've gained inspiration from. Everything from the shapeshifting to the blue skin down to the stigma of being a mutant/alien-like creature unwillingly.
So here he is, cosplaying Mystique to such a level of dedication, that as a shapeshifter himself, even his clothes are actually part of his morphing body. Well, at least he's female from the waist down. But that will do, shapeshifting and stuff right?
