Nope, you'd normally be correct, but not in this case. He's supposed to be an american who doesn't know spanish that well, so he speaks like a caveman. When it was translated, his speech pattern is the one you see now. Although the part where he's mentioned to be a foreigner by the panda cop was left out on the translation, which to me was an odd thing to do.
