She keeps her siblings on her head, shaped like whatever hairstyle she wants I guess. She looks grumpy/tired cause she has to tend to her siblings all the time while they grow. Keep them out of the sunlight, feed them, listen to them ramble all the goddamn time...

She "styles her hair" so that every mouth of the tadpoles are kept on the outside. cause otherwise they'd have issues with breathing. Her morning hair might have some tails and feet sticking out, but she quickly tends to that.
