I'm not sure why they drew them so derpy looking, maybe the same reason why they use the same frame/position to animate her in 70% of the time... I always kinda liked the look of these old cartoons but oh man the budget must have been really low.

Her name is M'Ress and she's from the Star Trek universe. I think she appears in multiple different iterations but the one here is Star Trek: The Animated Series.
