Yup! Mortimer's cybernetics connect just below the waist, but his tail was able to be saved.
His robotics are powered from his body's energy, Morty ended up with an increased appetite to stay fully charged.
There are small power cells that can store reserve power located in the legs and arm.
There is a group of compact machines that convert every bit of food he eats into energy and aid in filtering toxins out of his body.
The Doctor who played a big part in repairing him, is now his family's doctor. She keeps spares incase anything is damaged or burns out.
The Paw symbol changes color to let him know if anything needs repairs or replacement.

Morty was rescued as a pup by his adopted mom. He had been severely injured in a hit and run car accident, but was saved just in time.
His mom is just known as "Doc" for now. Doc worked for a military robotics program,
but was secretly using funds to create her own cyborg parts to help people in need.
Doc was on her break from the lab when she found Morty and got help from her co-workers to transport him.
Morty became the first successful test of the new robotic parts, and Doc adopted him and cared for him as her own son.
