You should try is Paint Tool Sai. If you use all the vector stuff in conjugation with a tablet, you can get incredible control, and really neat lines that are still pretty loose. And it's nice if you're like me and you're incapable of drawing straight lines on a tablet.

I never understood vector stuff. I'm a sketch guyyyyyy. Digital will always elude me. I just got it to color the pics because coloring with pencils is getting annoooooooooooooooooooooooooying

Don't actually use much vector (I don't even know if that's the correct term in this case) stuff in SAI. I just like being able to tweak the lines after they're drawn. If we ever catch each other online, and if you want, I can try to teach you the little I know sometime or something as far as inking goes. :P

For digitial colouring, I personally found just watching speed paint videos on YouTube to help a lot since you can see how people build up to stuff. Oh, and if your library has it or something, look up "Bold Visions: The Digital Painting Bible". It's excellent for colouring and composition.
