You'll find proper use for him eventually. Pairing him with another member of the Warmongers, where appropriate, would help. All of them have some sort of quirk that doesn't immediately make sense, but as they limit break, it becomes more apparent (and in the case of Shennong, for example, well.. you'll see eventually).
