This Vulture preys on anyone he wishes. But unlike a certain Gooey Dragon (Korzu) or Rubber Skunk (Squeaky), He uses drone conversion/manipulating goo to either build up his own crew, or to dominate other mavericks or just for his fun. Whatever he does, it's merely for his benefit.
