Most are, it is a central will - at least for the main routes.
I know though there are still many small lines that are not, you know, those that see less than a dozen trains per day. So we still have many diesel and diesel-electric machines.
The situation in Russia is slightly different, the first reason being you have a lot of natural gas resources, so diesel is quite cheap and logical/practical to use. Not to mention you've got much, MUCH longer lines and it's a challenge to convey electricty on such big distances (and it costs a lot to convert the actual installations). Also in France we very early tried to use electricity because we got everything to produce it: lots of mountains+rivers, and nuclear technology. All this work quite well for a small country.
