This could be one of Pampakus most intimidating and lethal attack since its he can eat all 9 victims at once.

Mercury and Pampaku Lore:
Despite having no memory of his previous life one memory surfaces which is also one of Pampakus fears. Being sealed in the Demonic Statue (having already been captured by it twice) and it prevent him and Mercury from sleep. Mercury encouraged Pamapku to face and destroy his fears, so they traveled to Naruto's world went to the moon.
After coming face to face with the statue Pampaku used his own chain attack (only able to produce 6) and started draining the statue of its strength and Chakra while Mercury went back to earth to see how to destroy it. After several days Mercury returned and he found out its possible to destroy the statue if Kurama was sealed in the statue first (not sure if its true or not, but I think its referenced in an episode).
They eventually found Kurama and some fighting and teasing, Pampaku tricked Kurama into a dimensional hole that went right into the statue and it was starting to crumble. With Mercury and Pampakus combined powers they were able to completely destroy the statue (though Kurama was freed and was not happy). Pampaku saw a bit of energy from the statue's remains, so he ate it and it unleashed the full power of his chain, now he's able to summon all 9. With Pampakus fears destroyed, he's basically the only one capable of doing this, and with the statue gone, there was no way to revive Kaguya or the 10 Tails (Confusing Naruto Lore).

Despite the fights and the grudge, Pampaku does have some respect for Mercury for helping him destroy his fear and unintentially making Pampaku more dangerous.

Description:
Pampaku acquired this attack when a Rogue Otsutsuki had some chakra and DNA from the statue and Kaguya after he was recruited to the science team that was experimenting on Shukaku, since it was only a portion of the Demonic Statue he was able to summon 6 (became 9 after destroying the statue and absorbing its power).
Pampaku can summon all 9 chains from his mouth and the chains wrap around the necks of its victims like dog collars. Once wrapped around the victim, it starts draining victims of their strength and powers. It also disables any powers or abilites the victims have. Once drained the chains will start retracting into Pampakus and they'll be eaten almost immediately. Since the chains are draining the victims of their strength, its also replenishing Pampaku of his own energy and strength. Pampaku tends to use this attack on a huge pack of enemies, gets tired but still wants, or opponents roughly either his size or if possible bigger than him. The chains can't be destroyed, if a chain is broken it'll immediately repair itself, and the chains have a really far range, but he uses it under those 3 conditions. Pampaku can also stack the chains on an opponent and speed up the draining process.

Heh, guess he ate too many diapers, putting on a little weight.
