THe Maquis generally use two ships:
The "Maquis Raider" or to give it its proper name: the Condor Class, which is more of a corvette/light freighter.

And the Peregrine class: which IS a stolen Starfleet fighter design:

So: Starfleet HAS peregrines of their own, but they have others as well.
The biggest ones as of the post-dominion-war era being the Valkyrie-class fighter series:

Woot! The best and cutest ace pilot around! And I do like fighters in Trek as it does make sense. I mean think about it. A Danube Class Runabout can hold it's own against Jem'Hadar attack ships fairly well for a while and take some hits. So makes sense a dedicated fighter craft could do the same and potentially more. Beyond that in Voyager we've seen various shuttles face off against larger foes. Namely the Kazon and while yes there is a tech gap I think it still speaks to how good smaller vessels could be.
