Hurricane is a half cybernetic creature created by the brilliant minds at G.A.L.E. (Global Alliance for Law Enforcement) as a prototype of a new living weapon. He's very arrogant and prides himself on his speed and power, but doesn't get to use it often.

His birthday is only known to a select few G.A.L.E. scientists and he's considered ageless due to his partially mechanical nature.
