The twist is that Sly being trapped in Egypt at the end of Sly 4 altered history: new Sly and new Carmelita are the product of the resulting time manipulation, with only Murray and Bentley being spared.
Carmelita is still an Inspector for Interpol, but used to be a crop duster pilot beforehand until she was blackmailed into helping this timeline’s Clockwerk and then used as a fall guy when they didn’t need her. Her Inspector status came about when Interpol didn’t fall for the ruse and offered her a job.

I played, enjoyed, and 100% all 4 Sly games. Still too this day do I love the series. I'd say you hit the nail on the head, and then some, with Sly and Carm's re-designed outfits. Not to mention Miss Fox is now packing some serious heat, looks like quite the hefty replacement for her electro-shock pistol.
