As you, the ambassador from your homeland, approach the country of Pyrusellus, you're given this "map" by one of the locals.
They explain to you that 90% of the country's population lived on the 4th tier, where housing is plentiful and the streets (as well as everything else on the skirt) are carved from pure marble. Apparently Pyrusellus took the marble and gold she carved her skirt and accessories from by means of a portal to her home world, wherever that was. The 3rd Tier is used exclusively for farmland, and wheat and barley sway in the breeze constantly generated by her gently flapping wings. The 2nd Tier is forested land, where small, weak monsters roam that children enjoy hunting for sport, and to provide meat for their families. Many of the trees also bear a diverse selection of fruit. The 1st Tier is a massive fresh-water ocean, rich in fish, which trickles down and sustains the life on the tiers below.
The golden bands on her stomach, neck, ankles, and legs, and head are cultural centers. most political activity takes place on the legs and ankles, shaded from the sun of our desert world by her skirt. The ring on her stomach is a public area where all can enjoy relaxation and frivolity on the golden lands. They even built a waterpark just above the navel recently! The band holding back her hair used to be where her richest and most influential citizens live, but due to the difficulty of getting up and down from there, they've become their own strange little culture that doesn't associate with the rest of us much, and they all look kinda strange. Their bodies are skinny and bottom heavy, perhaps to deal with the combination of low oxygen and high winds.
Finally, the ring wedged in her breasts is sort of a "church." she doesnt really like being called a goddess, apparently where she's from she's actually considered to be about a 4/10, but she alone decides who lives there, and she tends to only let her favorites who flatter her a lot move there.
Oh, but just keep in mind, she IS a dragon. There's a reason citizens of this nation are called "the hoard," and it's not because of zombies. She's veeeeery possessive of all her little people, and she doesn't like to let any of them leave unless she has to. You should be fine, since you're coming in as a diplomat, just try to not be too... likeable? If she starts to like you she may just decide to keep you.
