Considering they only had the one with the goat slaver, either stolen from a previous captured, or bought in some kind of illegal market. I feel the second, because being a gun made to non-mages be able to use it, and with Mis not knowing how they came up with it, shows it's not a very spread technology, and it somehow ending in the hands of a regular slaver probably means it wasn't gotten in a legal way, and probably have a very expensive price to compensate for the risks of getting one for someone not involved in the project for it, or a very limited spread, maybe even both.

Another potential possibility might be that whoever backs these groups might be testing out the concept of the idea before they go bigger and more of them.

Considering everything about what we've been told about the world so far, could this weapon be a dark sign for things to come? Perhaps one of their backers is getting a bit more ambitious and instead of these small little raids back and forth, they want to straight out take some land with everything in the land grab.

from what we know of the world at the moment there are "motorized" vehickles that sorta use magic batteries to function I would imagen this "gun" functions in a simular way.
