Lugia Transformations are uncommon but not rare that being said your arms and hands are both hands and wings so there more flexible and dexterous then wings of a wyvern for instance, but are not as much as regular arms and hands.
As Altair has stated though Lugia is a legendary Pokémon so it is wise to be more conservative when exherting abilities as the power of one is much greater and is not as apparent compared to some of your larger forms.
