Based upon a sequence from a group roleplay with ChibiLina-chan and Rayish on DA! I won't be spilling the entire story here, but I'll illuminate the reason for the tiny girl on a goggles-wearing bird.
Empy drank one of Gil's potions and transformed a small songbird as a result (named "EmpyLark" by Ray). Jen tests out another potion afterward and shrinks down to doll-size, small enough to ride on Empy's back. Enjoy!
