Rei was abandoned at a very young age and left in the care of Yuri and his family. But even then There were issues. It was known that Rei's parents were outsiders to that small town. as were Yuri's parents and so they had to deal with a lot of Prejudice from a young age. When Yuri was 13 and Rei was around 11, Yuri's house caught on fire (not by accident) and the boys lost their family. They were then forced to live on the streets, Lying, cheating, stealing, and learning how to defend themselves they spent their lives trying to gather enough funds to leave that awful hick town in the middle of nowhere and make their way to the big cities to the East and start a new life there.
They are Brothers in all but Blood having stuck together and will do anything to keep the other safe. So be careful if you piss them off. They're likely to kick you into next week. Rei Having learned how to kick with deadly efficiency and Yuri knowing how to punch you so hard you'll feel like your head is spinning.
