True, but like they said: A unicorn has the base magical abilities that are related to their special talent, (and always telekinesis too) but most magics can be studied, improved and learned. Depending how much dedication they put into it. And ofc their magical talent, I'm sure allot of tricks would be too hard for some too learn... and judging by Twilight, the wings spell seems to be among the later category.
From this ones Cutie mark (hell I have no idea about this character other then her phisical description) I would say they are... well a steampunkish unicorn :D The Wings are based off of Da Vinci's flying wings.... so it's not to far of a stretch to think that is where this ones Magic lays :D

Don't get me wrong, I think it's a neat character concept (would just technically fit a earth pony more), but I just can't help but to try and bring some "logic" into it hehe xP
I know my character would technically far from being able to have a reason too know it, while theoretically she'd have a reason too x3
