There was a johto episode where ash and misty were having a battle for tododile (neither could tell who caught since they used identical lure balls), and the first (best of 3) battles was pikachu... versus TOGEPI?! Togepi won cause pikachu couldn't fight against it, and the first command was "give pikachu a GREAT BIG HUG Togepi!"
so yeah this attack ACTUALLY ocurred in the anime, lol
