Mainly depends on where you are in the world. Most "new" technologies are discovered through survival means or based off fighting certain creatures or factions. Most of the technology did at one point exist prior to the Great War that changed the world so many years ago.

IE: Hydroponics, battleships, plumbing, etc

However to truly discover something new and have it implemented does happen at least once a month in some part of the world. Certain types of armor that didn't exist previously for example, or given that different races that live on the world have different needs so they have adapted certain things to better help their natural abilities or even culture based items.
