Recommendations for (cheaper, non-Cintiq) tablet monitors?

I would really like to be able to step up my digital art ability, but the only way i can is by switching to a tablet monitor... you know, like where you're actually using the stylus on the screen.
My regular old Intuos is acceptable for colouring, and things that can be messy and scribbly, but it's impossible to control the lines and make things smooth when i am not looking at what i'm doing with my hand. I've pretty much come to the conclusion that there's something wrong with me, since many other people don't have this problem... but yeah.
Cintiqs are too expensive... most others are too, but there are some lower end Yiynova and Monoprice tablets... I'd like to find a decent alternative for under $300, so i'm wondering if anyone has any experience with these things?
EDIT: I think it's come down to either the Yiynova MVP10U or the Monoprice 19" one that doesn't seem to have any defining model name (?)
Monoprice is about $60 bucks more... but has a really friendly looking website
And Monoprice screen resolution is 1440x900 vs Yiynova's much smaller 1024x600
Other than that they seem pretty similar as far as specs.

I have a friend that had a monoprice one, it was a nightmare and the sensitivity was very sub par

Then I discovered stroke smoothing.
Have you tried something like Sai or MyPaint and fiddled around with the stroke smoothing tools? They make a world of difference for me at least...
I've not tried it, but I hear Sketchbook Pro is good for this too.
