It's either Shoryu reppa or the computer controlled ken on SFA3 who always did that which always made it easier to beat.

But actually, he's had that since World Warrior not just Alpha 3. It's the basic AI behaviour that separated him from Ryu in the first revition (canon-wise Ken is more aggressive than Ryu and all)
